Traffic and Parking

All drivers on campus must follow posted parking and traffic signs in accordance with OLLU policies and State of Texas traffic laws.OLLU PD Vehicle

Speed Limits:
• 10 mph in parking lots and on campus roadways
• 15 mph where posted

Curb and Pavement Markings (per Texas Department of Highways):
Light blue: accessible parking
Red: no parking at any time
White: crosswalks, parking spaces, stop lines
Yellow: warnings, no parking, traffic lanes, no passing zones

Parking is available on both sides of campus. West-side lots include Lot B (north of UWAC), Lot C (north of the tennis courts), and Lots D1–D2 (south of the tennis courts). East-side lots include Lot E (Ayres/Pacelli), Lot F (Centennial/Flores), Lot I (north of Worden School of Social Service), Lot J (west of the Harry Jersig Center), and Lot K (south of St. Martin Hall).

Resident students will receive a parking permit allowing access to most campus lots; however, Lot K is closed to resident students after 10 p.m.

Visitor parking is available in Lot A (Main Building) and designated one-hour spaces in Lot E. Faculty, staff, and students may not park in visitor spaces.

Accessible Parking

Accessible parking spaces are reserved for vehicles displaying a valid state-issued accessibility license plate or hanging placard. Vehicles with Disabled Veteran license plates must also display a state-issued accessible parking placard and a valid parking permit to park in these spaces.

Parking Permit Display and Fees

Motor vehicles operated on university property by faculty, staff, or students must be registered with the OLLU Police Department. Students should complete vehicle registration at the time of class registration. The following information is required:

  • University ID or driver’s license
  • Payment arrangement documentation (students only)
  • Proof of insurance
  • License plate number
  • Vehicle Registration Form_2026

All enrolled students—new and returning—must register their vehicles each fall semester. Any outstanding fines must be paid before a parking decal is issued.

Parking permits must be displayed on the front windshield while on campus. The initial student decal is provided at no charge; additional or replacement permits cost $10 each. Faculty and staff may obtain additional permits at no cost.

Parking and traffic violations are classified as either "minor" or "major" violations. Minor violations are assessed a $20 fine, while major violations are assessed a $40 fine. If fines are not paid within 14 days, a $10 penalty fee will be assessed.

Minor Violations

    • Parking in Convent Lot L
    • Exceeding time limits in visitor or loading zones
    • Failure to display a valid permit
    • Impeding traffic
    • Improperly parked vehicle
    • Equipment violations
    • Any additional violations determined by the responding officer

Major Violations

    • Unauthorized parking in designated accessible (handicapped) spaces
    • Failure to stop at a stop sign
    • Parking in a fire lane
    • Speeding or reckless driving
    • Parking in designated reserved spaces
Enforcement Notice
Repeat violations may result in the placement of a Wheel Immobilizer Device (“boot”). Removal of the device requires payment of all outstanding fines, along with an additional removal fee.
 

Students with outstanding parking citation fees will have a hold put on their student account, which will make them ineligible for the following:

  • Validation for the upcoming semester
  • Clearance for graduation (for balance of $25 or more)
  • Obtaining a transcript

Drivers are responsible for all parking and traffic citations received while on campus

Appeal forms are available at the Campus Police Office Monday–Friday, 8:30 a.m.–4:30 p.m. After hours, forms may be picked up outside the office, downloaded online, or requested from an on-duty officer by calling 210-431-4022. Completed forms must be returned to the Campus Police Office for administrative review. Appeals may also be submitted in writing by fax to 210-431-4067 or by mail to:

The individual submitting the appeal form is responsible for checking its status by contacting the campus police office at 210-431-4022 within two-to-three business days after submitting the appeal.

*Appeals will not be accepted after the 14-day grace period beginning from the day the citation was issued
